The clean hydrogen industry cannot thrive without being competitive with alternative energy sources. It needs to be scaled to lower the prices, to become competitive. At the moment, it needs government subsidies to be competitive, until adoption and scaling will drive prices down, and make it competitive on its own. This was the promise of DOE and the Biden Administration, however, they failed miserably.
