How about shareholders, are they golden or is it all about the company. Clearly the company has roughly a billion new shares to proceed with should a 4,000 reverse be processed. Again, shareholders golden?

Ps. I get it that it is only a 14c, but a big potential one. Why not cancel the 14c if one is not needed now and issue one when it is known that one will be needed. I view it unlikely that new investors will hold a significant position with a 14c filed. I think it highly likely that flippers will join in for a quick flip noting the recent rise. Maybe someone could ask the company if they are involved, either directly or indirectly, with recent volume.
