Since Hyliion has no revenues or positive cash flow, it will need to raise additional monies in order to keep the lights on.

This registration puts the market and existing shareholders on notice that the company will be issuing more shares, diluting existing shareholders and the present value of their shares.

Usually after an announcement like this, the share price falls in direct proportion to the diluting. 15% dilute , 15% drop in the share price.
