Very Welcome Dougnil! It still appears Niocorp is executing on their plan. Jim did state the Govt. doesn't work as fast as we would like at times, but the TAX incentives being proposed, & the 2024 NDAA being signed into law (which has many GOOD things for Critical Minerals!) Will/Could only help to benefit the Elk Creek Project should a Finance be completed. EXIM BANK, STELLANTIS, & other Entities (both GOVT. & PRIVATE ENITIES) are still interested.

Responses Jan. 3rd 2024 -Jim did state :

...".a 10% production tax credit for a project such as ours that has multiple critical minerals eligible for the credit could deliver very valuable and important economic benefits to the Project. "

We must not forget the Tax credits from the state of Nebraska & the $200 Million German Loan Guarantee is also "Still in play"..
3) Do you foresee Niocorp possibly benefiting from other sections/amendments to the 2024 NDAA once signed into law once the project is financed. -T.B.D.
A) Such as the need to secure U.S. domestic supplies of Niobium , Scandium, Titanium & Rare Earth processing… ?

B) The possibility of Niocorp becoming a DoD “Stockpile” supplier of domestically sourced critical minerals?

"Yes, quite possibly. It depends upon product availability, pricing, and other factors at the time. "

Doug: It does sound like the DoD/ DOE is interested in possible OFF-Take agreements as are some private entities. That last remaining 25% of Niobium product has yet to be placed under an enforceable contract & Niocorp most certainly could have done so with the Major U.S. Steel producer back in late 2020/21. "WHY HAVE THEY NOT DONE SO? "
The NEW Niobium Oxides & Titanium Oxides do indeed carry a much higher premium along with the REE's & SCANDIUM. Niocorp could easily present an Early FINAL 2024 F.S. with an NPV over $600MILLION/year (IMHO & SPECULATION & I have posted my numbers)
Yes & I agree- the GXII DEAL"Sucked!"... Yet Niocorp has continued to execute on their plan & move the project forward. We ALL will know very shortly the FINAL Outcome. "I still SPECULATE they can build this project Given everything the Elk Creek Critical Minerals Can do, both for Defense & the Private Sectors & that only 3-4 other (JUNIOR MINING U.S. Projects) that have merit & are in the pipeline exist. (Bear Lodge, Bokan Mt, USA Rare Earths, American Rare Earths & NioCorp.) (Only MP Materials is operational for the magnetic REE's only! (No Niobium, Titanium or Scandium there!)
NioCorp- Has ALL THE MAJOR PERMITS, IS THE SECOND LARGEST PROVEN RARE EARTH U.S. REE RESOURCE (& COULD BE MUCH LARGER!!!)
