Where did that 140 Billion go

I have asked this 20-40 times over the years

F and F were profitable ? F and F "used the 140B ONLY to get their BS to BALANCE

But once interest rates adjusted the value of the original BS to the original value or better - the 140B was excess

DID FNMA USE THAT 140B ? HOW ? WHEN ? ON WHAT ?

I ask the simple question - if never spent and never paid back - where is it at F and F ?
