Starting 2021, Fannie and Freddie were allowed to keep their earnings to build up capital. But, dollar-for-dollar, their retained earnings are added into their loan (i.e. Liquidation Preference). When things resume normal, Fannie and Freddie are required to pay 10% of their LP as dividend. NWS payments were deferred to a later date. (Can someone come up with an easier terms, please ?).
