The fins need to be ready regardless of the name change. Pretty sure FINRA name change is moot if company isn’t current.

Actually FINRA doesn't need current fins. It's OTC MARKETS that will request to get current.
OTC Markets also wants the name change confirmed by FINRA in order to regain access. Kinda dumb. But whatever.
