its actually the exact opposite...the Exxon's of the world want you to believe there needs to be a "phase in period"...they will use that "phase in period" and the gov wefare money to ensure that nothing else takes hold...

the Exxon's have been punched in the face and now want a time out...this is not a boxing match...this is a street fight...there are no 3 minute rounds and no rules...

Exxon wants everyone to rely on hydrogen...that way they stay in power...
