Here’s a dilemma. FHFA is fined $600M+ for making a mistake (NWS in bad faith). Everyone is thinking that Fannie and Freddie will pay the fine. But the fact is, Fannie and Freddie are the victims. In law, there is no such thing as a conservatee should pay for its conservator. If I were Fannie or Freddie, I will refuse. So, who is going to pay the fine ? That’s the myth. May be they should bankrupt FHFA. Then, who is to manage Fannie and Freddie.
