PR's can happen anytime, but why do a PR when in EM???, and volume is drastically reduced, so larger buyers stay away EM's( or have thier money tied up for months on end).. once the EM is done, then PR's get released, and usually volume and hype start pouring in, and pricing goes up dramatically...but, to answer your question, PR's can be anytime....
