killing the obligation or whatever you call it of the LP or SP is a political decision
not an accounting or math decision

the politics - IMO - might happen if WTS are exercised - GOV brags about this and that and a future 100B profit or housing stimulus over 3 years or lower deficit or whatever

math and accounting are on back burner ---- maybe at 10% chance

but given the goal is a PPS of 25 for JPS or Common - 10% chance means a good spec up to $2.50 a share and a review of odds
