To correct a mistake of mine:

(i.e., they [Schwab] don't buy dead shares for their clients out of the goodness of their hearts like some brokerages do).

I misunderstood what I heard. Schwab does offer their clients the service of buying dead stocks when the client initiates the request to liquidate. They said they don't actively seek out or prompt clients to liquidate.

What was not clarified was whether Schwab itself was acting as the 'vendor' offering to buy WCVC, or whether it truly is an outside buyer.

So that still leaves open the question of who is seeking to buy WCVC, and why through only select brokerage firms (i.e., why doesn't everyone see the offer)? Plus he has to be sufficiently qualified and recognized by Schwab and that other broker so that the offer is seen by the brokerages as legitimate.

It also leaves open the question of whether this 'vendor' has seen the financials, even though only offering to buy (i.e., place a bid).

Maybe merely offering to buy doesn't require a financial review, but the buyer still has to have a reason to want to buy this 'dead stock.'
