My understanding - F and F MBS were implicit UNTIL the conservatorship
That HERA and the so called "needed infusion of cash" came with an explicit guarantee?

My desire (not worth the paper written on) is for F and F to be public utilities - with RULES that others who do PLMBS do not have to follow - but in return the F and F paper would be an explicit guarantee (open to participate to any institution that wants to be a public utility and follow the same restrictions and rules. Not in the 50s - 80s or so - such public - private utilities for gas - electric etc. also had a built in guaranteed minimum profit margin and super solid dividend paying and increasing records!! So - being a public - private utility with rules and added regulations would not - not - stop profits - and might just guarantee some ROI like 6-8 percent)
