This way everybody is going to see that I'm not lying... haha. Just kidding. But Everybody who is in Canada with a Td Waterhouse account can buy, well I think so.

Maybe the representative misunderstood your question, or he simply didn't care about Canada and never asked anyone. Don't forget that a lot of people think Canada is only snow with igloos, why would we need brokers?? I think he just gave you an answer and then moved on!
