because the implicit guarantee ...

I thought right now there is an explicit guarantee ?

and how does F and F BOTH go back to an implicit guarantee and private equity hands - when we saw that the implicit guarantee hurts common equity if not kills it

So - without explicit - they could not IMO sell equity
