generally folks like us will not get those fills even if an order is in place, if you look at the tape you'll see a bid / ask of .005 x .07 for that sale, and so you are not necessarily entitled to get filled even if you have an order in at a penny. It could be just be the market makers doing their things. But sometimes you can get a fill its not consistent.
