12 deputies of the Socialist Party demand the amendment of the law "On protected areas", in order to open the way for investments in those territories, which are currently prohibited. Through a draft law filed in the Assembly, the deputies argue the need to change the law with the obstacles created on the ground to develop projects within areas that enjoy protection status, which the current law prohibits due to the irreversible damage they bring to the environment.
The draft also requires changes for "National Parks", which are among the areas with the highest category of protection, seeking to make exceptions in cases where the National Council of the Territory, the responsible ministry or the relevant municipalities prove that the investment is of a level of national importance , but which must still respect the protection criteria. According to the accompanying report, the draft law aims to regulate some problems that come as a result of the implementation of the current law on the ground. Also, according to the deputies, the current law does not solve the deadlocks that exist in reality, such as the overlapping of "Priority Development Areas" with "Protected Areas".
This is not the first time that it is intended to pave the way for investments within protected areas. In January 2022, the government approved new maps fragmenting these territories, after a process that has been strongly opposed by civil society organizations operating in the environmental field. This case has already been filed in court, as the organizations have argued that "the decisions aim to legislate the destruction of the protected coastal and wetland areas of Albania, affecting Lake Shkodra, the Bune-Velipoja ecosystem, the Kune-Vain, Tale and Patok wetlands, The National Parks of Divjakë-Karavasta and Butrint, as well as the Vjosë-Nartë and Pishë-Poro areas".
