Trump Presidential Memorandum: Here is the problem with how you state what you want to see. For anyone with any experience whatsovever with presidential executive orders, memoranda, directives, and other such policy tools you will understand that they are RARELY stated as directly as you request ("requesting Steven Mnuchin to release the GSEs").

Trump did issue a Presidential Memorandum on Federal Housing Finance reform on March 27, 2019; it is recorded in the Federal Register. It is four pages long consisting of 3 sections, each with a number of "subsections," directed at a number of agencies (thier secretaries) who oversee federal housing programs, not just the GSEs (FnF). Although the memorandum is directed at developing a plan for reform, the number one goal directed at the GSEs through the Secretary of Treasury was (or is):

(i) Ending the conservatorships of the GSEs upon completion of the specified reform.

FWIW there was A LOT of discussion on these boards about the reform plan that was presented and I believe signed by Mnuchin and/or Trump, but as we all know "reform" has been underway for a very long period, mostly opaque to the general public. Who knows how far it would have proceeded (the end of C'ship part) had Trump landed a second term; the speculation is worthless since the second term never materialized. Also, one must remember that Mnuchin was a Goldman Sach alumni, ran Dune capital management (which was sued by Trump), and he was heavily immersed in the mortgage crisis himself through IndyMac. Untangling those Gordian knots and whether Mnuchin really would have released the GSEs is an exercise in futility at this point.

One can avoid reality, but one cannot avoid the consequences of avoiding reality.
