Stated wrong. Insider trading is not illegal as you put it. So illegal trading on inside info does not define "insider trading". Also, it's kinda silly to say it's hard to believe anyone to be that careless, when there have been countless cases of illegal insider trading procecuted by the SEC over the years, not to mention all the cases they never procecuted for 1 reason or another, such as SEC corruption. The point is it happens almost daily so apparently there ARE many careless operators...
