China understands the lesson of history — that hegemony preludes decline.”

Hegemony enriches first and then exhausts the hegemon, eventually leading it to lose its empire. No exception in history. Not even with Athens that built its empire in the name of democracy. Shouldn't then wisdom discourage nations from seeking hegemony? But wisdom is always in short supply.
