Are there locked or treasury shares (NOT brought to market yet?) or potential debt to equity shares ---- that are the 200Million difference between the "Outstanding" (??) and the "Float" (??)

That 200Mn difference is large and I wonder what it is - and if one should count it in dilution as of today ? i.e. for NKLA to sell one more share of stock - it needs to issue a share above the noted 1.02B ?
