A real issue is how bad the selectiveness of enforcement is in the market (or complete lack thereof), and that carries over to transparency and disconnects between data deltas as well. For example, here's an important question that highlights a problem (just one of many), "Are we actually going to hit the 15th of November before the first half of October fails-to-deliver report gets released to the light of day?" It was due the end of last month on 31Oct, and here it is after a week into November already! I thought the intent was to go to more frequent release of data, not less. This just perpetuates conspiracy and cooking of the books impression. Delays and hiding of data does NOT improve integrity or trust...just saying.
Hmmm, maybe it paints a picture that is just that bad...?
