No. The FHFA does not care about legacy shareholders. It cares, if at all, about the financial health of the two companies. The less money the legacy shareholders (commons $ JPS) get, the more money is left in the coffers for FnF (as corporations), for the FHFA (lazy bunch of home office bureaucrats), and for "the public that it serves" (Scotus).
