It is brand new rules that EVERYONE must follow. But DEA is all powerful and was making Elite follow it ealier.

If nothing else, if you can wiggle your ears past very your very tight and wrinkled ~#@, please describe to me how what Nasrat described as Elite having to do to get quota differs from the description in the new letter. But skip the one month difference because I have already pointed it out.
