cant say i know anything as i do not keep myself too close to this...but... it would make sense if they have larger plans to kick the tires with a good model first and see if they can ignite interest here for larger world view. they might introduce the smaller (dam) project first then start to build it till it bursts open towards whatever goal they actually have for it.
