Mnuchin did not want to release the GSEs because he wanted to continue to pocket the money from the NWS.

That is certainly plausible as Mnuchin as well as Paulson were GS alums (Chief Information Officer, CEO respectively) who are members of the global banking cartel who wanted and acquired (albeit illegally through the PLANNED financial collapse of '08) full control of F&F. But Trump DID care as he ordered Mnuchin/Calabria to come up with a plan for release. Looking back, apparently Mnuchin was not fully on board with that.
