I would weigh in that the purpose of WTS was to provide enhanced value to the "investor - here viewed as public". This is done tons of times when there is a new = late = equity investment. Agree or not the GOV viewed this as risky to them and that they thus deserved 79.9% AND WTS to profit with. Again = move this from F and F and realize normal IPO type companies advised Treasury and you will find this over and over and over ---- without political intent
