There is no guarantee that Reg A gets filled. I've seen a few companies, one very recently, that filed for a Reg A and then cancelled it and raised funds in different ways because no one would buy the shares at the price point in the Reg A. So just because a company offers a Reg A, there's no guarantee it gets filled, fully or even partially.
