Did anyone else catch the last 5 minutes where the stock price dropped .0215 to .0205

Then while the Ask showing .0215 changes to .0221 then .0236 on ASK. I originally thought it happened on no volume change but after noticed 3 separate 100 share transactions took place before some dipshit dropped to closing price.

How does that happen where ASK can go from .0215 to .0236 off 300 shares??
