Maybe they're not responding because they have a PR to announce very soon. He might have to remain quiet.
Just a speculation. Hopefully they have a plan to drive volume. You can't just dump a bunch of shares out there and expect people to scarf them up without a reason. Diminishing volume already shows that people are looking for a reason to buy now.
