Are these shares released by BDPT to shareholders at .001-.003 or do they come from a financier they sold the shares to at .001-.003?

* Shares will distributed between .001 -.003 in four possible tranches even if the current trading price is higher like .10 with surprise spin-off news
It looks like the Underwriters are the “qualified purchasers” and “accredited investors” (Powerbattles?). The rush job to do this may have been pressure from the Underwriters to do the distribution sooner than December. It may be to accelerate R&D processing the New Patents or something other I am guessing like to do with a spin-off/dividend... we can only guess until the material events are released.
I think Small Retail is going to have a hard time to get a subscription... especially admitted Scalping Day Traders like Threeflight .
