Mike Capuano's bills were stalled in Committee. Perhaps because he was a Democrat while Republicans had control of the House. This time we have the Republicans again in control and the bill sponsor is a Republican. So I would expect different results.

Jason Chaffetz's bill passed the House 425-0. Unfortunately, it never made it to a Senate vote. I'd like to believe we'll see different results this time, but you could be right.
