I don't think it's a deliberate scam. Things just haven't gone smoothly for them. I think money is an issue. Need money to promote. Promotion brings eyes, eyes bring interest and investors. The OS is so low they could sell shares for financing. In their case it wouldn't be a bad thing. Like many OTC companies, they're not generating much revenue right now to do anything. Nothing is happening that we can see, so I'm guessing nothing much is happening on their end.
