Our shit federal government could shut down and I would barely know it. Trump has nothing to do with it, and he's not even going to be on the next ballot most likely. This is all an irrelevant media circus for people to watch on TV. However, I would guess that a shutdown would not help any existing EXIM timeline.

There will be an all encompassing continuing resolution to kick the can and rack up more debt like before and before and before and before. We have had shutdowns due to spending debates over 20 times. PFFFT.

And as far as all the alloys we will be making I hope they don't have to commercially source the material from someone else to make the news release. Perhaps 4-5 years to first ore best case if we got mine making money in 2023? I would still be under 50 at least.
