It does not matter if the common shares outstanding are 4 billion or 500 billion, the number of shares outstanding after the conversion has absolutely nothing to do with the Intrinsic Value of the Business. But what it does do is transfer ownership to the Treasury by reason of the 99.9 % ownership of all of the common stock outstanding after the conversion. Afterwards, the Treasury can do a reverse split reducing the number of new shares outstanding to the amount of what ever number they choose. That will complete the theft wiping out the common shareholders.
