I feel like it was an attempt to offset the risk of taking on the MBS securities as the Senior LP amount initially was not as large as it is today. Regardless, it's hard to argue that Treasury did not siphon enough money yet and they need additional cash to get a decent ROI on their investment. I think they have recouped their investment and the warrants should not be exercised.

But I also doubt that's what Treasury will do. When you are addicted to cash, hard to turn down a free hit.
