I had history in HIgh School - when FDR was not that long before (1968)

And I could call what FDR did an expansion of the Executive versus a fourth branch - indeed if (a huge if) CONGRESS is really doing its job of legislating good ideas (v performing for cameras) and watching and controlling the budget --- besides Foreign Affairs -that which you are calling the 4th branch to me IS THE EXECUTIVE branch flexing muscle

Right now we have a super powerful = active - court system
Right now we have a powerful Executive (via its spread of agencies)
Right now we have a crap legislative branch since R took over the House

(Yes - it helps to be liberal - but JOE got a lot done in two years which we will see unfold month by month. Not just talk but massive roads and bridges and such physical infrastructure - the internet in rural America (the goal is every home has reach) - the growth of built in America (v slogans) as factories are growing in number in the USA for first time in say 40-50 years - the chips here v SE Asia only - etc. If that is a fourth estate - fine by me. (I would add - as we think F and F and FDR and such ---- add to the Executive or fourth estate the ACA which is GOV working with private insurers to cover a ton of people who went without health care or without food ---- but more importantly the ACA cash flow is keeping rural hospitals doors open. If R gets to cut Medicaid to hurt cities and "them" - the biggest impact will be to force the closure of more and more rural hospitals who depend on that money to keep their doors open. he R side will not tell you or admit that Medicare - Medicaid - ACA - are what keeps rural hospitals across the country from closing tomorrow faster than a speeding bullet.
