Yes, that is true. Each year, about 80 issuers "graduate" from the OTC to the NYSE AMEX, the lower ranks of the Nasdaq, or even, pretty rarely, the NYSE. And yet even some of them turn out to be scams--think MILL--and many of them end up back on the OTC within five years or less.
