As the article stated, the real culprit holding back even more production is investor conservatism about spending money on risky drilling ventures.

So, under Biden, we have the best of both worlds. Despite global cutbacks, the country is increasing oil production to help meet demand while it is encouraging an evolution to renewable energy and EV's and reducing our dependence on foreign energy sources.
