Imo the OTC finds itself in significant legal jeopardy. They are using the CE to avoid exposure to damages. They relase it they are admitting there was no wrong doing. The post below says it all. The ICC is a criminal court, there is likely ongoing damages. The matters reguading CE application, imo are long over with. There is significant pressure to get this resolved.
