A single MM controls the company change requests. So, it is in their best interest to drag their feet and collect shares while manipulating price to make $ on spreads that all MMs collectively control. At some point they know they have to fulfill their obligations and push the company's request through OTC as long as all requirements are met. At that point it is in their interest to have any naked shorts covered and let it run. People wonder why these changes take so long, all of the controlling players (Company, MM, OTC, FINRA) have to play their part. If one amendment needs to be made to the request I can only assume it has to fully cycle back through the rounds.
