If they wait till the 60 days were up, the Form 10 is accepted as file period. Had they not filed the RW, the SEC obviously would have denied the application before 60 days made it automatically accepted.

So they did what the SEC suggested,

"We have received some comments back from SEC that require revising our Form 10. SEC indicated it was their expectation that we withdraw then resubmit the revised Form 10 and that the next review would be on an accelerated basis as to not set us back an additional 60 days."
