Answer is None - there were no appropriations approved or requested from FHFA due to the improper unconstitutional structure of the federal agency. Per Supreme Court ruling on structure we know this as a fact. However was there not a dispute of whether they could put in to place the NWS but of course not without proper order such as not in a classic takings for public use.
