The broker/dealers do have a role in OTC stock requests. Sure, they could hold up the process while they manipulate the PPS and clear naked shorts. As long as the applying company is on top of their requests this can only go on so long. The company can certainly just go to another broker/dealer to submit the forms if they feel they have fully complied with the requirements and are not getting resolution. There are literally thousands of them. If you dig into the process you can feel some pity for the legit OTC businesses because they have little control over the process and stockholders are badgering them while the brokers/dealers have their way with the trading.

So are you saying it’s subjective?? And the mm can decide on a whim?
