New Issue , say 250 Mill restricted should give Major Holding ?

SS could change
but by Resticted / keeping overall SS ( A/S ) the Same ?

Keeping the "Float / Unresticted" where it is should be able to Run the PPS
Up to the Price point they wish for what they will conside a FMV ?
