Just so you know, if they want to salvage a Spanish vessel that sank in state waters, they need talk to Spain, not the state. Spain owns their wrecks. Email the FBAR and they will explain that.

Not that I believe there’s a Spanish vessel at Melbourne, but a permit wasn’t the issue, their target was. They said they believed it could be the Concepcion, but admitted in the reports they had no clue. But how many years did they stay at Melbourne knowing a Recovery Permit would not be issued?

State and federal law is crystal clear. Title to that treasure goes thru Spain, not Tallahassee.
