I don't think you'll get any disagreement there. The facts are well known. In fact, MOST reverse stock splits on the OTC are negative because MOST companies use their equity for operating capital.

I have seen a couple of positive reverse splits where the company no longer needed to sell shares to operate and the higher sp put them on a higher exchange, but those are few and far between.

IGEN could be a positive reverse split IF they by some miracle have something up their sleeve that permits them to operate without continuing dilution.
