Looks like they are giving themselves the option but it can be abandoned “the exact ratio within this range will be determined by the company's Board of Directors. They have the discretion to decide the specific ratio that will be implemented. It's important to note that the Board of Directors also has the authority to abandon the amendment if they deem it necessary.”
Not sure why they felt that they needed this it is a little unsettling.
