Thanks for posting that information. Unfortunately, it seems that the US government is going with another company (Technology Holding) that is making spider silk (and it isn't KBLB).
It also looks like you left out the facts that the contract is now inactive (meaning another company can't apply) and has already been sole sourced to Technology Holding in West Valley City, UT.
In addition, Technology Holding has received many contract awards and grants over the years from the US government (including the DOD, DOE, USDA, Air Force Research Laboratory, NAWC Aircraft Division, ACC Aberdeen Proving Ground, Marine Corps, etc).

The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following item
1) Biosynthetic Spider Silk. This requirement is sole sourced to Technology Holding, Inc. 1515 W. 2200 S, West Valley City, UT as they completed the initial testing and have the knowledge/specific detailed materials to perform the new testing. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to Virginia.dennison@navy.mil no later than 5 days after the date of publication of this notice, which shall be considered by the agency. The written response shall reference solicitation number N6893623Q0235 and provide a capability statement that clearly indicates the firm’s experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule.
Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number.
