Theres no FTDs because broker/dealers use a special type of transaction only available to broker dealers that allows them to "buy" fake shares to cover, from another group they are associated with, then short them back again. It resets the clock on their time to cover, but only works for so long, as was found out by CDEL, Robinhood and others engaged in the scheme to short GME.
